The Parliament has adopted on Thursday another anti-constitutional act of Berisha Government –the normative act on 2009 budget. According to the MP Ilir Beqja this act constitutes another anti-constitutional act because the government can not adopt normative acts during a period that the Parliament is convened in an ordinary session.
“It does not result that Albania was in emergency situation or on a war footing to justify a similar act.
It is absurd that 35 days after 2009 MPs in the Parliament are asked to adopt the incomes, expenditures and the deficit for 2009.
The attempt of Sali Berisha to adopt this act constitutes a clear indicator of his incompetency to have the appropriate insight of the reality because according the decision of 7th of January the expected evaluation regarding the incomes of 2009 are 301 milliard lekë.
Today the parliamentarians are asked to vote on a budget of 319 milliard lekë in respect of incomes, so 18 milliard lekë more than it was estimated one month ago.
Today the majority parliamentarians have the opportunity to show that they do not accept the mock Sali Berisha does in respect of the Parliament of Albania by refusing to legitimate another anti-constitutional act of this Government and to ask Sali Berisha to publicly show the real situation in terms of state finances,”- Beqja said.
